Sheriff's report: School bus driver distracted

According to a Clark County Sheriff’s Office report, the bus driver involved in an accident Wednesday where a student was dragged several feet by a school bus was distracted and inattentive.

The accident took place at 130 Clintonville Road in front of the Loving Touch Learning Center, where the report states two children were being dropped off after school. A day care worker went to the bus to assist the second child, who has cerebral palsy, the report states.

Lisa Clem, a Loving Touch Learning Center employee, was helping the student. According to the report, after the child was unloaded, Clem and the child started to walk in front of the bus. But the bus driver, identified as 42-year-old Tammy Howard of Winchester, started to drive away at the same time.

Clem told sheriff’s deputies as the bus took off, she fell to the ground. Clem said she believes the child’s backpack or jacket was snagged on the bus and he was dragged around 10 or 15 feet before the bus stopped.

Video footage from inside the bus was retrieved and shows the child getting off the bus with the day care workers, according to the sheriff’s report. According to the report, “As they near the right front corner of the bus, the driver of (the bus) starts to pull away before the day care worker and child walk across the roadway. The worker falls from the view of the camera and the bus jolts once. The driver stops the bus and gets out to see what happened.”

A witness in the parking lot of the day care said only the driver’s side of the bus could be seen from the center.

The student was transported to University of Kentucky Medical Center, where he was treated for his injuries.

The sheriff’s report included distraction and inattention as factors in the accident. The report states that no vehicular or environmental factors detected.

Clark County School’s Superintendent Paul Christy said reports from the student’s family indicate he suffered a fractured pelvis, fractured wrist and road rash on his face. He said the student’s mother told him he might be able to come home today.

The district is investigating the incident, Christy said, and until the investigation is complete, Howard is not driving a school bus. Decisions about her termination will not be made until the investigation is complete, he said.

All Clark County Schools’ buses were outfitted with new audio and video surveillance equipment about two months ago, so there is sufficient footage of Wednesday’s accident, Christy said. Each bus has two cameras dedicated to taking footage inside the bus, and another takes footage of the stop arm on the outside of the bus.

The fourth camera gives a “driver’s eye view” of the bus. Christy said footage from this camera shows what happened to the student clearly.

“You can’t dispute that video footage,” Christy said. “This is still under investigation, but we are able to see what happened.”

Christy declined to comment on whether footage shows distraction or inattention on the part of the driver.

He said district policy is that a driver should wait for a student to cross the street before driving away. He said most routes are scheduled so students don’t have to cross the road, but in some cases it is required.

Christy said he could not publicly confirm the student has special needs, but did say the student was assigned a special bus monitor to help him on and off the bus and sit with him while he was riding.

“This monitor transferred the student hand-to-hand to the day care worker at the bottom of the bus steps,” he said. “At that point the bus driver should stop the bus, wait for the student and keep traffic stopped for students to cross the street. The driver should keep the stop arm activated in order to stop traffic and make it safe for the student to cross the road.”

The bus was carrying around 25 other students, and no other injuries were reported. Christy said counseling will be provided for students concerned about the safety of riding a bus, and administration has been open to talking with parents about their concerns.

Holidays blamed for driver test backlog

Wannabe drivers are waiting a month or more to sit their driving test in the Waikato, according to driving instructors.

Others are coming to the region or shifting testing centres in a bid to get on the road faster.

And the NZ Transport Agency says it's urgently working to bring wait-times down.

In Hamilton, average waiting time for a full licence is 19 days, the NZ Transport Agency (NZTA) said.

The average wait for a restricted licence test was 20 days. But some Waikato driving instructors were aware of longer waits - or people manoeuvring to avoid them.

The NZTA target was to have applicants sit a practical test within two weeks of booking, national manager for delivery Robyn Elston said.

"We are working urgently with our driver testing contractor to bring in additional staff to provide more capacity for testing and reduce waiting times for test."

Waikato driving instructors had heard a few stories of the wait from their students.

Progress School of Driving's Brian Evans was aware of students with "quite a long wait" for a test in Hamilton.

"When they've booked, they can't get in until March," he said.

"I've had some students go into Taupo because they can get in sooner."

Dave Terry of Accelerate Driving School had similar stories.

A student who had last week booked in Morrinsville had to wait until February 17 to sit the test, and he understood Te Awamutu was booked out until March.

"A lot of people have tried to go to Tokoroa . . . just because the local areas are backed up."

And Aucklanders were eyeing up Thames. Ron Agnew Driving Education had been getting about a call a week from people wanting a lesson before sitting their test in the town, Agnew said.

He'd recently had clients from Waiuku, Waikato Heads - and Te Kuiti.

Thames had two testing officers working this year as opposed to the usual one, he said.

"They're trying as hard as they can."

New legislation and the time of year could be behind the backlog, according to NZTA.

Nationally, bookings for tests were about 20 per cent higher than predicted and had been increasing over the past 10 months, Elston said.

Some of that could be due to new limits on how long people could stay on learner and restricted licences.

A limit of five years came into force on December 1 - after that time the driver must sit another theory test to renew the licence.

Waiting times for tests also tended to be longer after the holiday period because many testing officers went on holiday, Elston said.

"The combined effect of the backlog from 2014 with the reduction in test slots available during the holidays has seen average waiting times for tests increase significantly in some parts of the country."

Pedestrian dies after being hit by learner on driving lesson

A man has died after being hit by a car driven by a learner driver.

The driver was being supervised on a lesson, when they lost control of the car and hit a 36-year-old pedestrian.

The man was fatally injured in the crash and died at the scene on the A93 near Ballater in Aberdeenshire.

The road was closed fro around four hours after the incident on Sunday morning at around 10.30.

Police have launched an investigation into the incident and have encouraged anyone who may have witnessed the crash to call the non-emergency number 101.

The Arizona Department of Education recently announced a new option for people who want to earn a driver’s license.

ADOT has said it would waive the written and on-road portions of the driving tests for people who complete their driver’s education through a certified private driving school.

“We just wanted to provide people with more options,” said Ryan Harding, public information officer with ADOT.

Arizona residents who attend classes at an ADOT-contracted driving school qualify for the waivers.

Students must complete at least 30 hours of classroom training and 10 hours of behind-the-wheel training if they plan to skip the exams.

Harding said that after the classroom work, students will receive a certificate they can bring to the Motor Vehicle Division and get a learner’s permit.

After the on-the-road training, the student gets a certificate noting completion of actual driving time and brings that to the MVD to get his or her license.

Harding said the additional time and attention students who attend private driving instruction academies receive add to their understanding of the rules of the road and serve as a benefit to the community at large.

“It helps improve public safety,” he said.

ADOT officials plan to monitor the work of private driving schools by requiring randomly selected certificate holders who come seeking a driver’s license to take the written or road exam at the MVD office.

Since distracted driving charges came into effect in 2009, police have spent more time trying to track down drivers whose eyes are on hand-held devices and not the road, taking time away from speeding offences.

Drouillard said the city conducts speed studies on major roadways and collects citizen complaints about where they think are the problem areas. Police also take note of spots where there are drivers blowing through stop signs, cars driving through red lights, cars passing school buses near schools or where people have seen aggressive driving habits.That leads police to crack down on issues such as speeding at spots known to be troublesome or dangerous. John Elliott and Paul Borrelli, whose wards run adjacent to the speeding stretch, said they hadn’t heard complaints of fast drivers. Borrelli said that the larger problem comes from drivers deciding to cut through a shorter rout along Daytona, which runs parallel to Huron Church.He said another problem spot is along Dominion and Longfellow, where drivers speed past houses, schools and religious institutions.Philippa von Ziegenweidt, a resident of Riverside Drive in the east of Windsor, said she’s not surprised there have been thousands of tickets handed out along the residential road that’s often treated like a thoroughfare.At one point, there was about a collision a year on one curved stretch of the road near her house. But this incident has happened in the suburbs.
